When the draw was made for the UEFA EURO 2004 qualifiers, Group 2 looked one of the more intriguing sections, pitting Denmark - who reached the second round of the 2002 FIFA World Cup - against two of Europe's stronger football nations, Romania - who narrowly missed out on Korea/Japan - and Norway. The group was completed by one of Europe's emerging football nations, Bosnia-Herzegovina, and Luxembourg. 

The first round of matches was full of drama as John Carew's late equaliser earned Norway a 2-2 draw at home against Denmark, while three early goals gave Romania a comfortable 3-0 victory in Sarajevo against Bosnia-Herzegovina. The Danes recorded a 2-0 victory at home to Luxembourg in their next match while a Steffen Iversen strike earned Norway a 1-0 away win against Romania. 

Norway consolidated their advantage with a 2-0 home success against Bosnia-Herzegovina, while Romania took out their frustration on Luxembourg, Cosmin Contra scoring a hat-trick in a 7-0 away win. However, Denmark then won an extraordinary game in Bucharest 5-2 to put Romania on the back foot again, while Bosnia-Herzegovina recorded a first victory, defeating Luxembourg 2-0. That was also the score when the Bosnia-Herzegovnians travelled to Copenhagen four days later and secured an unexpected win against Denmark. Norway were also 2-0 away winners, in Luxembourg, but then slipped to a 1-0 defeat against the Danes, Jesper Grønkjær scoring the decisive goal after five minutes. 

Romania gradually got their campaign back on course with a 2-0 home win against Bosnia-Herzegovina and a 1-1 draw in Norway. Meanwhile, Denmark were 2-0 victors in Luxembourg, while Romania defeated the same opponents 4-0 in Ploiesti. The next set of games saw a late Zlatan Bajramovic goal earn Bosnia-Herzegovina a 1-0 win against Norway that brought the outsiders into serious contention, while an equaliser deep into added time from Martin Laursen gave group leaders Denmark a crucial 2-2 draw at home to Romania. 

Bosnia-Herzegovina then secured a 1-0 victory in Luxembourg in their penultimate qualifier, meaning victory at home to Denmark on the final day would earn automatic qualification. However, Martin Jørgensen's strike helped the Danes secure a 1-1 draw that ensured they finished top, with the Bosnians fourth on head-to-head results. Norway, 1-0 winners against Luxembourg, finished second and went into the play-offs, where they were paired with Spain, while Romania were third and Luxembourg bottom without a point or goal.
